Based on what has been explained to me...

HP has not traditionally provided a consolidated media subscription service. OpenVMS I64 follows this model, and does not have a media subscription offering.

Contract customers can order ("pull") upgrade kits, and can also download kits. Access to the new versions is tied into the service contracts, or to the purchase of the new version.

Both DIGITAL and Compaq traditionally required a Right To Upgrade purchase to use the new versions, as well -- a software license purchase typically included rights to then-current and older versions, but not to the upgrades.
