No, it is not. What is logical is 'name' outside double-quotes,
and ''name'' inside double-quotes. Dropping the last single-quote
is not logical.
"Logic" has nothing to do with it.
This is just the way DCL syntax is defined.
Another example (my personal favorite) is PURGE vs. DELETE.
Look them up in a dictionary and have fun explaining the "logic"
of the way DCL uses them.
(BTW, if my memory is correct, HP's MPE 3000 used PURGE to mean the
same thing as DCL's DELETE. There were no "version numbers".)
