If a VMS takes 10% of resources. You still end up a winner by combining
two machines that are 40% busy into one machine with "VM". 40% + 40% +
10% = 90% of the pwoer of one machine.
If you have two machines that are at 60%, then you end up with net loss
since you need 130% of the power of one machine.
