To simplify what I think Bill is saying here is that IA-32 and some of its more unusual modes has some really funky address segmentation requirements, but that IA-32e is a flat 64-bit address space.
Yes, IA-32e is 64-bit from what I can see of it, and it also seems to eliminate a few of what I might consider to be the more musty parts of IA-32.
Current IA-32e physical address space isn't as large as that of IA-64, and there are various other processor differences. But IA-32e does provide what I would consider to be a flat 64-bit address space, and 64-bit registers, and yes, four modes (rings).
And no, there are no plans to port OpenVMS to IA-32e.
