As for PC or Mac, it varies by box. For those boxes that lack it, an IP terminal server (for the console), or USB serial dongle (for the "client") can be useful.
A terminal server is often a cheap remote console management server, FWIW. Once you have and use a remote console, it's difficult to go back to the hard-wired serial console port. And various of the terminal servers can generate BREAK signals up the serial line -- which can be useful.
If you DO choose to use a terminal server and thus connect your console(s) to your network, do ensure you have protected access appropriately for your network and the users of your network. Being the console, it is effectively a fully privileged user of the OpenVMS system.
Integrity boxes come with built-in network management consoles on most boxes, while these "MP" widgets -- "Management Processor" -- are options on a few of the low-end boxes. (And they're well worth having, regardless -- this for the integrated Radeon 7000-class graphics and for the remote management alone...)
