Arrow keys as mouse pointer

While trying different keystrokes to find the magic incantation to
switch the disoplay into OPA0L: console mode, I must have made a satanic
incantation because from then on, the arrow keys worked to move the
mouse pointer instead of keystrokes sent to VMS. (so uparrow wouldn't
recall commands in a decterm for instance).
Also, <COMPOSE><TAB> no longer switched from window to window ,m but
this didn't start right away.
I killed DECW$MWM (window manager) and restarted it. It restarted, but
would issue a message that the POinter was already grabbed. And the
arrow keys continued to act as a mouse.
So, I logged out and logged back in. (which restarts the window
manager). Arrow keys remained as mouse pointers.
Took out the big artillery: stopped the DECW$SERVER process and made
sure everything related to decwidows was not running. Then did @SYS$STARTUP:DECW$STARTUP
DECwindows restarted, and guess what ? The arrow keys continued to be
used as a mouse !!!!!
*** I HAD TO REBOOT VMS ****
Now, the arrow keys are again functional.
