How come stopping the DECW$MWM and/or DECW$SERVER didn't reset this and
it required a reboot ?

Is this hardware specific ? At what level is this handled ? Would this
work on all VMS platforms ?

I just tried it out. I'm at a VAXstation 4000/90a with a few DECterms
and logged in via LAT to other nodes in the cluster. Can toggle back
and forth. No reboot required.
