NO NO NO! GMT is GMT. (Actually, GMT is a "casual term" for UTC -- see
below.) It happens to be the same as Civil time in England from the
last Sunday in October to the last Sunday in March. The rest of the
time England is on BST (British Summer Time). GMT is never adjusted for
Daylight Saving Time. Leap seconds -- yes. DST -- no.
Uh, make that Leap seconds for UTC, not GMT. GMT is actually an
obsolete term. See

GMT has been split, in effect into UTC and UT1." UT1 is based on the
*actual* rotation of the Earth. UTC is kept within 0.9 seconds of UT1
by the use of leap seconds. I think some references say GMT is the same
as UT1 but it really isn't a good term to use when precision is
required. But it is used by many to mean UTC. See the wikipedia
articles and other Web references.
