Richard,
in OpenVMS, the quadword system time IS the local time:

NTP exchanges time information in UTC, but knows how to convert to
local time depending on the timezone in use on the local system
(system-wide, not per user).
Volker.
The version of ntpd in TCP/IP Services may do so! If so, it deviates
from just about any other implementation of NTP!
NTP doesn't specify how time is implemented on the end systems it just
ensures that they pass the time between them in UTC. Since VMS doesn't store
it's time internally in UTC (unless you explicitly set the local timezone to
be UTC) all of the implementations of NTP on VMS have to convert between UTC
and the local timezone when correcting the VMS system's clock.
