So, you are starting with VMS. Have you already read the VMS FAQ?

You need to restore this BACKUP saveset to a SCSI disk (normally, one
would use VMS for that, but in case you are not Münchhausen, you would
need a windows based VMSBACKUP tool to go that route) and boot from it.

Other method is to let someone else (like me) do it and download such
an image file you can directly burn (also on windows - where it is called
incorrectly ISO, because in fact is a ODS format).
