Possibly. What puzzled me was the fact that CLUSTER_CONFIG complained about the lan database not being found.
So I went to LANCP, didn't find any "CREATE" commands and figured it was a CONVERT that would have to be done. Low and behold, that fixed the trick.
Perhaps Cluster_Config could be updated to say, instead of the LAN database not found, it could mention that it can't find a lan database for this version of VMS and then suggest using lancp convert to update it.
