No... I think you needed at least 2mb to get it to ok... at least that
was with VAX/VMS 2.x
The first VAX 780 I was a System Manager for came with 1.5 MB of
memory. This was in the beginning of 1980 and it was running v2.0. We
thought it was heaven, since we were moving from a PDP 11/70 running
RSX11M+ with less than 1 MB of memory and on the VAX we didn't have to
worry about task overlays. :-)

Somebody at DEC posted a request for enhancement ideas for this POS and some wag responded with "Same day service!!"
Once upon a time I had a Micro 11/23 in my care, running RSX11M+. We had to buy a third party disk for the darned thing because DEC's biggest, at the time, was something like 20 or 25MB! There was room for the O/S and "Hello World" and that was it.
