Learned this yesterday.

Oracle introduced the data types TSLTZ (timestamp with local time
zone) and TSTZ (timestamp with timezone) with 9i. If you have Oracle
apps that utilize the above data types, Oracle needs to be patched to
comply with the new 2007 DST rules if you live in an area where those
rules apply.

This is in addition to the OpenVMS and Java patches that may be
required, depending on version caveats.
