Strictly it's 230V +/- 10%.
You're right, but it also used to be 220V +/- 10%. So 230V -10% is still 10V more then 220V - 10%.
Its my understanding that in practice the delivered
voltage tends to be still 220/240 V, depending on location.
No, that is not what I noticed in my home. The voltage has indeed been raised by appr. 10V.
