Was UTC$TIME_SETUP.COM in SYS$MANAGER area run after TZ patch?

I am thinking it should have, if it was not; and with the proper data
inputs for your zone to get the desired effect.

:) jck

No, and after reading the release notes, I don't believe it was required.
The release notes state that UTC$TIME_SETUP only needs to be run if the
the
GMT-* or GMTPLUS* zones are being used.

The TZ patches were installed with other patches and the systems were
rebooted. The new TZ rules showed up on 1/1/2007. The 2007 time change
occurred via the new rule.

I've test rebooted some other systems and I have not had this same issue.

Long shot here, but one similarity I see between your situation and mine
was that you put a new system in. Mine was switched off for something
like 3 DST changes. Was yours a system which had maybe been powered off
for several months?

Yes. I'd given that some thought. Your experience certainly reinforces my
suspicians. The DS25 was set up by HP about 6 weeks before it was shipped
to us. Therefore, it was configured during Standard Time and first booted
at our site during Daylight Saving Time. I did confirm that HP did do an
OpenVMS test even though I was integrating the system into my current
environment. Since the remaining environment (including system disk) was
already running at our site, it would seem to imply that a HW/SW conflict
may have caused the issue.

The act of moving out the running ES45 and substituting the DS25 to a point
that it was running took about 20 minutes.

I've looked around and haven't found anything definative that the Alpha
HW/FW understand anything about timezones/GMT offsets.

Anybody know for sure?
