SYSBOOT.EXE not found with MOP boot

Hi all
I'm trying to set up an OpenVMS cluster for the first time with the LAN as the inter-connect. The systems are two venerable AlpaServers, a 1000 (VMS1) and a 1000A (VMS2). The 1000 is the main node and is running OVMS 7.3-1.
I've run cluster_config.com to turn VMS1 into the main cluster node which all seemed OK. I've then run cluster_config.com again to add VMS2 to the cluster as a satellite node with page and swap files local on the VMS2 disks. VMS1 then drops in to the 'Waiting for VMS2 to boot...' loop, so all good so far.
Typing 'boot ewa0' on VMS2 then begins the MOP boot. This gets as far as:
%VMScluster-I-MSCPCONN, Connected to a MSCP server for the system disk, node VMS1
%APB-I-FILENOTLOC, Unable to locate SYSBOOT.EXE
and not surprisingly ends there. I think I must be doing something obviously wrong but much searching and a read of the OpenVMS Cluster System manual has so far turned up nothing.
Any pointers would be gratefully received.
