I can't get VMSINSTAL to find the kits.

The kits are here:

DKA400:[OPENVMS.DECEVENT.KITS.ALPHA]

And are named:

DIAA034A.EXE thru DIAA034D.EXE

What is the VMSINSTAL command that will find these?

There is none. Those are not VMSINSTAL kits. Try running the
executables, which are probably self-extracting compressed archives of
some sort, and which may then blossom into VMSINSTAL kits.
