When you are trying to show VMS in a bad light, you will show only the profit margin on hardware sold for VMS.
When you are trying to show VMS in a good light, you will show not only the hardware, the software but more importantly, the support/services revenus from that other division which are VMS related.
Consider those 100k VAX systems still under support. That is raw profit that goes to the support/services division, it doesn't go to the VMS group.
So someone must go beyond the internal dept by dept figures and look at the big picture for VMS to get a good idea of its ecosystem within HP. But to do this, one would need to want to push for VMS within HP, and since the higher ups are not interested, they prefer to just mention the VMS department's low numbers and then brag about how much support revenus are geerated by HP-UX (when in fact a lot of those revenus are produced by VMS customers).
