As often as there are hurricane/cyclone/typhoon events, as often as there are severe storms/tornadoes, severe flooding etc.
And you can add to that the ever popular backhoe, the ultimate terrorist tool designed by terrorists to be used by normal people to inadvertently take out important telecom lines and cause havok. Backhoes have cause far more damage to IT services than any crop duster, yet the uS govt is far more concerned about crop dusters than backhoes :-)
Protection from backhoes includes having trustable and accurate underground plans to ensure that when the terrorist tool arrives in your area, you know which section of land to defect against this terrorist.
Example: large US home renovation is building a big box store over a section of an older shopping centre. Turns out that the plans on paper had not been followed to the letter when they built the original shopping centre and some water, electrical and telecom conduits had been diverted because the original routing couldn't be used due to the presence of a very large rock. As a result, the backhoes pierced through all of them as they were digging in an area they thought was free of such conduits.
