Based on what I've been told by HP employees in the past, if you are
running under the hobbyist licenses (legitimately, i.e. not running a
business system under them), it is perfectly okay to acquire the software distributions (VMS and layered products) by any legal means, including
buying it from HP, the openvmshobbyist.org CD, Ebay, or borrowing or
buying it from someone else. (Possession or ownership of the CDs
doesn't give you the right to use the software, but the hobbyist
licenses do, provided you abide by the licensing terms.)
I think downloading from some cooperative fellow hobbyist is also
okay, but I'm not certain of that. Putting up a copy of the kits
on the Internet, publicly accessible, appears *not* to be okay, and
neither HP nor anyone else (AFAIK) has done that.
This is why people are asking where you are located. If you tell us,
someone nearby will probably be willing to loan you a set of CDs.
