What I did was change the protection of SYS$SHARE:MAILSHR.EXE from w:RE
to w:E

VMS I64 V8.3 and V8.2-1

%DCL-W-ACTIMAGE, error activating image MAILSHR

-CLI-E-IMGNAME, image file
TEST11$DKA0:[SYS0.SYSCOMMON.][SYSLIB]MAILSHR.EXE
-SYSTEM-F-NOPRIV, insufficient privilege or object protection violation

If I do the same test on VMS ALPHA V8.2 then I get the MAIL> prompt as
expected.

MAILSHR is installed.

I await with interest a reply from a knowledgeable person.

I vaguely remember a patch for that but can't find the details at
present. I'd guess it was a VMS83I_SYS patch


Repeat the test I did where the protection of MAILSHR is changed to
W:E from W:RE and a non-priv user uses MAIL
.
