The CO2 produced by cows is not "new" CO2. It is carbon that is part of
the cycle , in air, absorved by grass, eaten by cows and come out of
their manure back into the air.

Similarly, a company that gets carbon from CO2 extraction from air
should not have its CO2 taxed.

The problem is that oil and coal lobbies are too strong to accept that
oil and coal be taxed at the source. But those are the industries which
add carbon to the atmosphere.
Right.
It would be far simpler to just tax oil and coal at the mine/drill site
than to have taxes added at the retail level.
Right.
And this woudl give manufacturers more choces on where to source their
energy and/or carbon.
Right.
One thing about the cows, though. While what you say is tru for CO2, it
is NOT true for methane. The farting and belching of cows is a major
source of atmospheric methane, and methane is a much stronger greenhouse
gas than is CO2 (though there is more CO2 in the atmosphere than
methane).
