Originally it was an HP research project,
but at the time they teamed with intel,
PA business was still going strong, far from
needing a replacement. However, HP probably
realized that increasing costs and limited
sales would sooner or later get them.
IBM solved this problem by teaming up with
Motorola and expanding into the "embedded" market.
This left only intel as a potential partner,
but unfortunately intel didn't need a new chip
as desperately as HP needed a partner to share costs.
Probably at this point the idea came up to create
a new "universal" chip to replace all others,
otherwise intel might not have been interested.
