Excellent question. I know PSU spent some chunk of student fees for a
three year right to distribute certain MS products to students
for "free as in free beer" or "free as in costs hidden in the
semester bills." I can't seem to find online how much "free" actually cost
PSU's students.
I don't know how much if any it spends for the right to sell those same
MS products now at reduced prices but given that a quick of survey of
public .US universities doesn't seem to indicate standard student
pricing, I wouldn't be surprised if it depends partly on PSU's ability
to negotiate with Microsoft's sales reps.
