Any ex-API Networks folks who can answer a question?

All,
I am struggling with an API Networks (Samsung) UP2000+ motherboard. It
is basically alive, but the SRM "show power" command complains that one
of the 3.3V rails has bad status (the first one on the list). Problem
is, none of the available documentation sheds light on what that supply
is powering!
I suspect that it's the 3.3V PCI bus power, but need a little bit of
insight from someone that knows the hardware. In the front of the board
is a 5-terminal Micrel TO-220 regulator on a small vertical heatsink.
Unlike everything else on the board, it runs ice-cold. The input power
is 5V and I'm reading about 1.2V on the output terminal. Can someone
confirm what the intended voltage is?
Any hints, tips or pointers to knowledgable sources appreciated.
