FWIW, the Alphaserver 4100s I have used have 3 power supply bays but only
need 2 working power supplies to function. And they are hot-swappable, so
if you have 3 and 1 breaks, you can replace it without taking the system
down.

So... if you have 0, you need 2. If you have 2, you're set.
