Everything I have on this topic and have collected on this topic has
been incorporated onto various of the OpenVMS Freeware disks -- and
the disks are NOT cumulative -- and is referenced in the OpenVMS FAQ.
This includes support documentation, examples, and other materials.
"Electronic form" would involve a scan, as the materials pre-date the
electronic distribution of documentation.
There have been other discussions of DECtalk (DECtalk-I; DTC01), as
well as discussions of the DECtalk-III DTC03 and other options, you
will want to try searching through the newsgroup archives.
The folks at Fonix (www.fonix.com) now own DECtalk and related.
