If you want to get some clues try the following URL:

I have used this site many times for help in fault finding computer
monitors. Search the forum area for your vt340 first. If nothing else,
equivalent faults on other manufacturers equipment will give you some ideas.
Low brightness could be due any of the following:
Low screen +ve rail from psu.
Gassy tube
Incorrect screen bias for gun drivers transistors.
Old tube at end of life.
Incorrect filament voltage (too low)
etc
