Decmate I / VT278

I picked up a Decmate I / VT278 this past weekend (VT100 format, with
Dual RX02's in a tower configuration) but unfortunately don't have a
boot disk.

Any help would be GREATLY appreciated! The system looks like it's
trying to boot from the floppy, but that's as far as I can get.
