What exactly do you mean by "can't install it until I format the drive"?
OpenVMS doesn't have that particular requirement on any SCSI or IDE/ATA disk device I've encountered, and the installation off the CD generally deals with this for you entirely transparently. Just install OpenVMS on the disk.
From this, I might easily infer that you have an unsupported disk, or a bus error or some other hardware problem or configuration issue arising here, and that you've seen some sort of error messages and/or an unsupported device and/or unsupported version for the configuration, or some other sort of error.
Would you mind posting additional details around what you have? What would be the OpenVMS Alpha version, the particulars of the target system disk device and the related I/O configuration, error message text, what installation operation(s) and/or command(s) have you tried, etc.
