No. The computer comes with the license. The media is just that - media.
The license is for the version delivered at the time the computer is.
Many companies order only one media set when buying multiple machines to
save money.
You need to ask a lawyer what the legality is when selling media.
Anything else is just an unofficial opinion. My unofficial opinion is
that you should make sure you tell the buyer that it is ONLY media and
no license rights are transferred and stress that they should verify
with HP as to their license rights. Put it in writing to protect
yourself although it is doubtful any one would pursue you. However, if
the buyer turns out to be a sleaze and is sued by HP, you could end up
being dragged in if you do not protect yourself.
