Sounds like poor design, what happens if this host gets the wrong time,
or malfunctions for some reason?

NTP is available free for HP-UX, and the only tool I've used for this
task. I assume NTP software for NT is also available.

The NTP documentation discusses reasons for redundancy (and variety!) in
time sources, and how it will attempt to ignore obviously silly times.

Probably worth reading the NTP docs even if you choose another method of
synchronising the time as here is condensed the experience of it going
wrong!

e.g. some sites got hit when one of the GPS roll-overs occurred and a
selection of "accurate" clocks suddenly became inaccurate in the same way.
