Running /usr/bin/X11/X :0 should just be starting an X server.
It is simpler than startx. If startx can work then /usr/bin/X11/X :0
should work. Did you try to run X when X was already running from
a startx on the display?

If you were getting an error message about "Server is already active
for display 0" with the -query option then I would expect the same
with the -query option. You could change $(hostname) to just your
system's hostname to simplify the test case. This should start an
X server that makes an XDMCP request that dtlogin would answer with
a dtgreet login screen program.

I am wondering if the log files you are looking at are recent or
very old. Do they have dates that are consistent with the most recent
boot time?
