"su" to a non-superuser account

Hello All,

I am wondering if the following scenario can be achieved or not.

I am trying to write a script that will su from user1 to user2. I know if I
do su from root to user1 I don't require any password. However, is their a
way to achieve this if user1 and user2 are non-superusers?

Basically, I want to give the DBA (user1) the ability to kill any process
that may have been run by user2 via a script but not sure how to handle the
password prompt.

Also, would it help if user2 was part of "adm" group?

I have looked at sudo but would like to stay way from open source if I can.

Any advice or assistance is much appreciated.
