JetAdmin and HPUX 11.

Why isn't some form of JetAdmin packaged with HPUX 11.x? I noticed that
there is a SAM placeholder for it, but unless you load the program it's
useless.

Seems like they'd do everyone a favor by including it - its not like anyone
in their right mind would want to interact with `lpadmin`.
