UDP packet never leaves host

Hi I have a client who sends a ~400 bytes packet using udp to a remote server, the client then exits. I have noticed that some packets are lost and found that when the remote is in the arp cache packets are on the wire as expected, but when remote is missing in arp cache they are lost.
This is on HP-UX 11.0, bug or feature?
