In the context of virtual memory? It could be either. The whole
point is that you present an address to the client which is
backed by whatever physical resource you see fit. As a side
note, though -- the conventional usage of "physical memory"
is to mean RAM, not backing storage such as disk or file
system. If you say physical memory and mean a disk drive, you
may confuse those you're talking with.
Can you clarify your question a bit and give an example of the usage
of memory in a passage or sentence which you find confusing?
