Can't bring up two ethernet NICs simulatanously

Hi,
One of HP-UX 11.0 server has three ethernet NICs. We noticed that the
two 10/100M ethernet NIC could not be brough up simulatanously. We
disable lan2 in "netconf" because lan1 & lan2 will all be marked as
"FAILED" by L4 switch which connects the two interfaces.
Once I enable interface "lan2" by ifconfig, the L4 switch will mark
both interfaces down.
How can I determine where the problem is ?
