If one has physical access to the system, one can boot into
single-user mode without requiring the root password. At that point,
all is possible.

If the system is in "secure boot" mode to preclude it, you can remove
the boot media (remember, we are talking about having physical access
to the system) and try to boot. That will disable secure boot mode
and you can then procede as above.
