There are still PA-RISC based systems on the HP CPL. There just
aren't any new versions of PA-RISC CPUs in development. I think you
meant to say EOL - End Of Life - rather than EOF - End Of File :) IIRC
the EOL date for an HP 9000 is something like five years after it is
removed from the CPL. Some systems may have EOL dates further-out.
Your HP sales contact should be able to get you more curren EOL
information.
Should we consider new architecture base server but not 8420?
One of those famous "it depends" situations. Personally, I'd like to
see folks migrate to the Integrity servers. However, if your
environment is constrained to remain on HP-UX 11.11 (11i v1) then
sticking with the rp8420 might be the right decision for you at the
present time. Otherwise, I'd consider an rx8640 (just picking the
same chassis as the rp8420) or some other Integrity server.
One nice thing about the Integity servers over the HP 9000's is that
there are three other supported OSes on them in addition to HP-UX -
Linux, OpenVMS and Windows Server. (Yes, there is a parisc version of
linux, but that isn't "supported" by HP) There is also the HP Virtual
Machine software available on Integrity to complement the existing
vpars/npars/etc. partitioning story.

these opinions are mine, all mine; HP might not want them anyway... :)
