Help for TCP wrappers configuration

Dear all,
I am trying to set TCP wrappers on an Octane. I cannot understand the
reason why, if I run inetd with the option "-t all:reject", my allowed
list of PC cannot access to the Octane services. On the other hand, if I
run inetd with the option "-t all", I can control access to the Octane
by hosts.allow and hosts.deny files.
Why this happens? Is it safe to run inetd with "-t all" option instead
of "-t all:reject" one?
