The user doesn't have anything newer then 7.3.1.1m and they are not on
support. I don't see the 7.3.1.3m updates for non-support customers
on the Supportfolio. On the other hand, 6.5.19m will try to update
the following:
I c++_eoe 10/30/1999 0000 Standard Execution
Environment (C++ Headers and Libraries, 7.3.1.1m)
I compiler_eoe 10/30/1999 0000 IRIX Standard Execution
Environment (Base Compiler Headers and Libraries, 7.3.1.1m)
I ftn_eoe 10/30/1999 0000 Standard Execution
Environment (Fortran Headers and Libraries, 7.3.1.1m)

But I won't have newer bits for:
I c++_dev 10/30/1999 0000 C++ Headers and Libraries,
7.3.1.1m
I c_fe 10/30/1999 0000 C Front-end, 7.3.1.1m
I compiler_dev 10/30/1999 0000 Base Compiler Development
Environment, 7.3.1.1m
I ftn90_fe 10/30/1999 0000 Fortran 90 Front-end,
7.3.1.1m
I ftn_dev 10/30/1999 0000 Fortran Headers and
Libraries, 7.3.1.1m
I dbx 04/30/1999 1800 dbx software 7.3
(55458_Apr30)
I ftn77_fe 10/30/1999 0000 Fortran 77 Front-end,
7.3.1.1m
I ftn90_dev 10/30/1999 0000 Fortran 90 Headers and
Libraries, 7.3.1.1m
