The - means not over quota, the + means over quota
The first character refers to blocks, the second to inodes,
for example, here I'm not over quota
paw -- 24140 25000000 30000000 2035 0 0
but if i reset my block quota, then I get one plus
paw +- 24140 20000 30000 7.0 days 2035 0 0
and if i reset my inode quota, I get two pluses
paw ++ 24140 20000 21000 7.0 days 2035 1000 99999
7.0 days
