Bizarre swmgr behavior

I'm baffled.
I'm trying to upgrade IRIX from 6.5.18f to 6.5.24f on my
Octane (single R12K 300MHz MXE w/DVO, 2 PCI fibre channel
cards, 2GB RAM, 2x36GB HD). I have copied the foundation,
overlay and application CDs to my second internal HD. In
the past, I have successfully upgraded from 6.5.18f to
6.5.21f using distros saved on the same HD. Ultimately, I
had to roll back to 6.5.18 due to a rogue application, but I
at least know that upgrading IRIX from a locally stored
overlay is possible. Here's where it gets weird--
Now when I try to upgrade to 6.5.24f, Software Manager
doesn't want to recognize Foundation 1 or 2. Basically, I
open all of my distributions at once (Found.1 & 2, overlays
1 through 3, apps, nfs, etc.), unmark all, then select
Upgrades only. Then I get conflict messages up the wazoo,
many of them saying that I need eoe.sw.base. Even after
opening Foundation 1 & 2 a second time, swmgr still doesn't
address the conflicts. ??!!!??
I even tried upgrading to 6.5.21f again, but now it
doesn't work. I get the same conflicts as I do when I try
to upgrade to 6.5.24f.
I reinstalled 6.5.18f over itself in swmgr, but it didn't
fix anything. I haven't tried upgrading from miniroot yet,
but that's my next plan of attack.
I'm at a loss as to why I'm having problems with this.
I've never had this happen before, and I can't figure out
why it's happening now. Is there some sort of option or
configuration file I should check? Why wouldn't swmgr be
able to figure out that the files it needs are in the
distros I specified?
The only hardware change I've made since I last upgraded
is swapping an MXI boardset for MXE, but I don't see how
that could be related.
Help, I want my upgrade powers back!
