It's pretty simple, Joerg suggest the old X way, setting the background,
bypassing internal 4DWm session management, however if you can become
root:

in /usr/X11/lib/system.background or something like that (can't really
remeber right now), you have items you can add to "Background
Properties" list, i think there's either -solid, however there's also
-bitmap or -exec action in many of them, the first specifies that 4DWm
will use it's own engine to set background image, -exec spawns a program
to set things.

Little complicated, however you can feel how it works from entries in the
file.

Oh, you can also create .backgrounds file in your home dir.
