The ARP method should be able to work regardless of the subnet that the machine
is on, so long as your switch isn't configured funny.

A suitably wired serial cable and another computer would work too.

Yup. You can route the serial console to any port, change the speed and
settings, etc.

Dunno. Plug the terminal into it and see what happens.

One thing you could do is make a fresh OS installation on a new disk and load
that into the system. The details of how to do this are beyond the scope of this
email.
