setmon -v reports half-a-dozen display resolutions that this page:

It looks like all the right hardware and software is in place.

So why doesn't 1600x1200_60 show up (or work, with 'setmon -x
1600x1200_60' and a restart)?
What about the cable? Does the monitor display some error message
that the signal is outside the scan range?

FWIW, I bought a cable from Reputable to connect an Octane1-MXE
to a 1600x1200 LCD, worked straight away. You could try to go to 1280x1024_60 on your old monitor and then connect the LCD to see if it gets the signal at all.
