    I can't figure out what the story is with this "IPSI". I also get a
    bunch of invitations, but I assumed that is because I have a couple of
    papers in IEEE and ACM conferences.

    The large amount of email publicity and extremely vague
    "interdisciplinary" focus is unusual, to say the least. On the other
    hand, they seem to publish some real content: one really interesting
    paper on Arabic text segmentation that came up in a recent Web search
    was from the proceedings of an IPSI conference. What is the story
    here?
