With no output, it's hard to guess...

what luns are missing from one command? The higher ones? 9/10?
That would indicate that you max lun isnt changed.
what does format show you? Do you see all luns there or just the eight?
have you tried a boot -r
Do you see the luns from probe-scsi-all at the obp level?

with no real info, its just a guessing game.
