There is a program I belive called 'Sunscreen Lite' or something
similar, which Sun produced, but as far as I know, its not been arond
since Solaris 2.5

It sounds like someone has installed ipfilter or ipchains which do ip
filtering, to make a firewall. I know ipfilter will install a program
ipf somewhere, and ipfboot in /etc/init.d

The other possibility is there is another progam, whose name I can't
recall, but if I recall correctly, uses files /etc/hosts.allow and
/etc/hosts.deny
